Unethical, Unprofessional Conduct

Beautiful Faces owner breached a verbal agreement to provide restitution/ compensation for negligent facial scarring she caused. I contacted her by phone, by letter and in person after the Medical Chemical peel treatment she applied.
She agreed several times to pay for medical bills and to date she has not offered or provided any compensation.
But she was able to move and open up a new practice at the below location.
I trusted and believed she would act according to THE BUSINESS AND PROFESSIONS CODE, and The Barbering and Cosmetology Act, which she did not.
